Submission of Option for Posting on promotion to Postmaster, Gr-II in West Bengal Circle

Dear Members
It has came to the knowledge of this association that our Circle Office has initiated primary process with a view to hold DPC for Postmaster, Gr-II. In this connection present Gr-I officers who have already completed 5 yrs regular service in the grade or going to complete 5 years within a month or two may submit their option for posting as per format uploaded below in this website at the earliest. Please choose your format according to your region and completion of required service period.

Report on the 3rd Circle Conference of AIAPC W B Circle held at Burrabazar HO on 10-07-2016

  
TeamAIAPC WB  congratulates and compliments  all the Postmasters (Gr –I & II)  of West Bengal Circle for making the 3rd Circle Conference of AIAPC WB  a  GALA  SUCCESS on 10.07.2016.  With the object of measuring our strength, discussing our achievements, the inter circle and divisional hurdles and defining our future course of actions this conference was successful in all respects.

The conference was blessed with vibrant and highly spirited path showing speech by Hon’ble CHQ General Secretary  Sri Balveer Singh.

The conference was attended by major number of Postmaster Cadre Officers from all over West Bengal Circle including our lady counterparts with much enthusiasm  and passion.  Every Postmaster took part in a healthy discussion of the recent developments and shared ideas towards future course of action of the association.

With the approval of the members of the house by way of raising hands Circle Adhoc Committee was reconstructed.

In addition the house unanimously passed following resolutions:

1)    AIAPC, W B Circle will place proposal for holding 3rd AIC to the CHQ.
2)    A sum of Rs 1000/- as contribution (to be collected after implementation of 7 CPC recommendations) for special fund for the association was accepted by the house.
3) A proposal to open a Savings Account with the UNITED BANK OF INDIA, Central Avenue Branch Kolkata 700012was placed before the members for conducting its day-to-day financial transactions. After discussions, the members unanimously:

“RESOLVED THAT a Savings Bank Account in the name & style of ‘ALL INDIA ASSOCIATION OF POSTMASTER CADRE, W. B. CIRCLE’ be opened with the UNITED BANK OF INDIA, Central Avenue Branch Kolkata 700012  with cheque facility and without any debit card or net/mobile banking facility for the operations of the activities of the ASSOCIATION and that the following Authorized Signatory (ies) of the Association be and are hereby authorized to open and operate the said account and the said Bank be instructed to honour all cheques, instruments, promissory notes, bills and all other documents signed by the Authorized Signatory (ies)

Resolved further that the Authorized Signatory (ies) may endorse on behalf of the Association and present for collection to credit of the aforesaid Bank Account all cheques, Bills, instruments, promissory notes and all other documents.
And
1.      THAT the said Bank be instructed to accept and act upon any instructions relating to the account kept in the name of the Association or relating to any transactions of the Association with the Bank, provided the instructions are signed by the authorized signatory (ies) of the Association in the manner mentioned as above.
2.      THAT the said Bank be instructed to accept receipts for money, deeds, securities or other documents or papers or property or any indemnities given on behalf of the Association provided they are signed by the authorized signatory (ies) of the Association in the manner as mentioned above.
3.      THAT the bank be furnished with a list of the names of Office bearers of the Association and a copy of the Memorandum & Articles of Association and be from time to time informed by notice in writing under the hand of the Authorized Signatory of the Association of any changes which may take place therein and be entitled to act upon any such notice until the receipt of further notice under the hand of any Authorized Signatory.
4.      THAT the resolution be communicated to the Bank and remain in force until duly rescinded and notice thereof in writing be given to the Bank by any of the Members of the Association.”
“RESOLVED FURTHER THAT the aforesaid power entrusted to the said official shall be valid and effective unless revoked earlier by the Committee or shall be exercisable by him so long as he is in the concerned to the Association.”
“RESOLVED FURTHER THAT all acts, deeds, things, matters, etc. as aforestated shall be deemed to be valid and enforceable only if they are consistent with the instant resolution as may be relevant in this case and that the Association shall not be responsible for any acts beyond the scope of the aforestated powers done by … ……… ……… …………………&………………….………………… such invalid, illegal acts, and acts done beyond the scope of  powers granted in this Resolution shall not bind the Association against any third parties or before any authorities  in any manner and that the Association  shall not be answerable in that behalf.”
“RESOLVED FURTHER THAT a certified copy of the resolution be given to any one concerned in the matter.”
